Disclosure Failures, Judicial Obstruction, and Institutional Capture

Subject: Disclosure Failures, Judicial Obstruction, and Institutional Capture

A Statement of Displeasure

Date: 7th July 2025

Dear Mr. Turnock and Mr. Rodriguez,

I write to express my deep displeasure and formal concern over the persistent procedural failures and disregard for due process, most recently demonstrated at the interim hearing on 1st July 2025.

Despite an explicit verbal assurance by the Prosecution – before three Justices of the Peace – that full disclosure would be provided “by the end of the day”, no such materials have been received. This false promise, compounded by silence and inaction, constitutes a blatant obstruction of my right to prepare an adequate defence.

Worse still is the institutional effort to sideline my defence, particularly through the attempted exclusion of the documentary Democide on The Rock. This documentary is not peripheral; it is central to my legal argument and evidential strategy. To disregard it is not merely a procedural error—it is a constitutional affront.

Let me set the record straight:

1 – Democide on The Rock was produced by Muad’Dib, who is also the creator of 7/7 Ripple Effect – the most enduring and incisive exposé into what truly transpired on 7th July 2005. On 7th July 2010, having watched this documentary and recognised the truth it carried, I took a principled stand as a Principal Intelligence Analyst at South Yorkshire Police. In an era where no whistleblowing protections existed, I forfeited my career rather than violate professional standards of honesty and integrity. I have never wavered since.

2 – On 7th July 2021, I submitted my report Policing The Corona State to Commissioner Richard Ullger, with the Georgia Guidestones – a chilling globalist monument – prominently featured on one of the four cover sections of the report.

3 – On 7th July 2022, the Georgia Guidestones were gone. An explosive device had damaged the structure in the early hours of 6th July, and by the evening, authorities had demolished what remained. The site stood empty by the morning of 7th July – its carefully engineered granite message erased. Official footage and reporting from the Georgia Bureau of Investigation confirmed the monument’s destruction and removal. For those attuned to the monument’s sinister legacy – and the warnings embedded in Policing The Corona State – the timing struck with unmistakable clarity. The crime report I subsequently filed with the RGP, detailing the Democide on The Rock and containing serious allegations of state-sanctioned harm, was acknowledged but never properly investigated. That failure, under Ullger’s watch, renders the RGP institutionally complicit in the gravest offence ever committed on this soil. The full reports are publicly available here: A Rich Picture and The Lie of A Needle.

4 – I raise again the issue of the Hassans International Law Firm monopoly, which now has deep tentacles across the executive, judiciary, and so-called independent oversight bodies: – Their influence during the McGrail Inquiry, presided over by Sir Peter Openshaw, was transparent and troubling. Openshaw, a retired UK High Court judge, was appointed by the Governor despite serious concerns about his impartiality and track record in politically sensitive cases. These concerns were detailed in The Openshaw Report, which I submitted to the McGrail Inquiry team, and other interested parties initially on 15th April 2022. – The appointment of Peter Montegriffo (of Hassans) as Chair of the Police Authority, and Charles Bonfante (with historic ties to Hassans) as Stipendiary Magistrate, only furthers the perception of institutional capture. – I have made on-record allegations against Hassans regarding the Shlomo Levy incident, which included a veiled threat directed at me personally. The full account is documented in Was This a Thinly-Veiled Threat from Shlomo Levy?. – I have declined to use the Police Complaints Board because it is neither impartial nor independent, but rather a hollow organ tethered to the same firm I seek to hold to account.

5 – These failures are mirrored in Gibraltar’s own Inquiries Act, which, like its UK counterpart, enables selective transparency, editorial redaction, and political stagecraft disguised as accountability. On the day of the parliamentary debate into this Act, I submitted a two-page report in direct opposition to all sitting MPs. That warning – sadly ignored – is documented here:

6 – The same pattern now plays out under the UK Covid Inquiry, chaired by Lady Heather Hallettthe same corrupt jurist who presided over the 7/7 Inquests while Muad’Dib was unlawfully imprisoned on remand for producing and disseminating 7/7 Ripple Effect. His imprisonment was no accident. It prevented him from attending the inquests and telling the public what really happened. He was released on bail the very next day after the inquests concluded, and was later found NOT GUILTY by a jury. During the prosecution, a police officer openly admitted that many others had sent DVDs to the same courthouse, but only Muad’Dib was charged—a blatant admission of malicious and politically motivated persecution. The full legal chronology is documented at mtrial.org – a record of judicial suppression and political censorship masquerading as due process.

7 – Likewise, my own prosecution under Section 77(c) of the Parliament Act 1950 bears the hallmarks of malicious and politically motivated persecution. While others engage in unruly protests without consequence, I am prosecuted for exposing truth and conscience—just as Muad’Dib was selectively targeted for distributing 7/7 Ripple Effect, while others who did the same were left untouched.

Last week, Damon Bossino called for Fabian Picardo’s resignation, stating in his GBC – covered Budget speech that the Chief Minister had “lost all political credibility.” That falls short. The Gibraltar Messenger and I hereby once again call for his immediate arrest for Crimes Against Humanity.

This message is sent on 7th July 2025 – the seventh anniversary of the unsolved murder of Michael Montegriffo. A date now doubly marked by unresolved blood and state silence.

I await a timely and considered response. The era of bureaucratic evasion is over.

Sincerely,
Tony Farrell

And let it not be forgotten: on the night of 7th July 2021, just hours after submitting Policing The Corona State into the hands of Gibraltar’s legal and policing authorities, I was present at the Marina when the heavens opened—not with rain, but with fish. In a sudden, inexplicable moment, the berths and pontoons were deluged with hundreds – perhaps thousands – of large fish, falling onto boats and flapping under the stars. I spent time kick-flicking them back into the sea. Some called it a feeding frenzy or predator chase, but I felt what I still feel now: that it was a sign from above. That night, a friend – whom I shall not name – stood with me in astonishment. That event has never left us.

On 7th July 2013, The Seven Hills Ripple Effect was released—ending with The Lord’s own spoken rendition of Psalm 2, The Triumph of The King. That Psalm, addressed to rulers and judges, begins in warning and ends in blessing. And on this day – twelve years to the hour – its verses still speak:

“Be wise now therefore, O ye kings: be instructed, ye judges of the earth. Serve the ‘I AM’ with fear, and rejoice with trembling. Kiss My Son, lest he be angry, and ye perish [from] The Way, when his wrath is kindled just a little (Luke 19:27). Blessed [are] all they that put their trust in Him.”Psalm 2:10–12

Multitudes, multitudes in The Valley of Decision: for the Day of the ‘I AM’ [is] near…”Joel 3:14 – was given to me on 7th July 2010, the very day I made my career-ending stand against Meredydd Hughes, then Chief Constable of South Yorkshire Police. It compelled a decision that cost me my career, but never my peace. Today – 7th July 2025 – those Words echo louder than ever. The Valley of Decision rests no longer in Sheffield. It rests in Gibraltar. And amongst those now tasked with deciding is included another Welsh Chief Police Officer, Commissioner Owain Richards.

“The ‘I AM’ did not set His love upon you, nor choose you, because ye were more in number than any people; for ye were the fewest of all people.”Deuteronomy 7:7

And lest anyone doubt the timing, Divine providence will show that the One who goes by the name JAH in the King of kings’ Bible, and who fulfilled Genesis 49, Deuteronomy 33, and Daniel 2, was born in Sheffield on 22nd April 1948, in accordance with Holy Scripture.

Psalm 118:22–24, King of kings’ Bible
Psalm 118:22 The stone [which] the builders refused is become the head [stone] of the corner.
118:23 This is the “I AM”’s doing; it [is] marvellous in our eyes.
118:24 This [is] the day [which] the “I AM” hath made; we will rejoice and be glad in it.
